Dear Sir/Madam, I am just starting out as a self-employed person in a secondary occupation and immediately have a question about my expenses.

The first expense I incurred was registering with Acerta. Which category should I select for this? ‘General expenses’ and then ‘Miscellaneous expenses’?

You can definitely book it under that category, then it will be good in your accounts!

Even if this expense (application and activation of vAT number) has been paid with a different account number (my business account was not yet enabled at that time), can you enter this in your accounts? Or is this really not possible if the account number does not match?

It doesn't matter which bank account you paid from, you can definitely include it in your expenses!
