Taking over a sole proprietor business

I would like to take over an existing sole proprietor business. The other sole proprietor business also uses Dexxter. What is the best way to handle the transfer of goods and accounts? (I have access to the accounts of the other business)

Am I required to state that I am not subject to VAT?
