I have the same problem with AliExpress.com. They deliver from a European country and therefore provide an EU invoice, but they simply refund you (or give you credit for a next purchase) without providing a credit note. Because I am registered with AliExpress with a vAT number (I am a vAT-exempted self-employed person in a secondary occupation), I pay them €0 vAT, but I have to enter the vAT on those purchases in my 629 vAT declaration every quarter and pay 21% to the Belgian vAT authorities. This means that even for a cancelled order that was not sent, I still have to pay 21% vAT.
You really should try it out for yourself. Even if you don’t have a company number yet, you can already go ahead.
