VAT rate 0% for private person in the United States

Question

I have a potential customer in the US. To prepare a quotation, select 0% as vAT. I get a notification from Dexxter saying that this is not normal for private persons. Am I wrong in thinking that if the customer is outside the EU, you are not allowed to charge vAT?

As far as I know, you always charge vAT to private individuals; you can only reverse charge vAT to companies.
