Customer from the Dutch – how to enter (Dexxter does not accept it)

Question

I want to create an invoice for a customer from the Netherlands. They have a Chamber of Commerce number, but no vAT number.
Dexxter refuses to accept the Chamber of Commerce number, and I cannot save without entering a company number/Chamber of Commerce number.
Who can help me?

Enter them as a customer? Is your customer subject to VAT? Because if not, they won't have a vAT number, of course.
