Social security contribution exemption 1,865.45. Incl. VAT or excl. VAT?

Question

Hey everyone

To get an exemption, you have to stay below 1,865.45 euros, right?
Is this including or excluding vAT?

If I charge a customer a maximum of 1,800 euros excluding vAT, am I still below the limit, or does it take vAT into account, in this case 2,178 euros?

Social security contributions are calculated on your net income, so definitely excluding VAT. But where did you get that amount of €1,865.45 from?
