Question

I am subject to VAT. Can I issue an invoice without VAT, for example to a school for giving a workshop?

No, as a subject to VAT, you must comply with the VAT rules. Even if you consider a school to be a 'charity', that makes no difference. The school also has to pay VAT when it makes purchases of goods in a shop.

Schools are exempted from VAT, which means that they do not have to charge vAT when they sell something, but also that they cannot reclaim the vAT on their purchases.
