You should check this with the school's parent council itself.
In principle, a parent council is registered as a non-profit organisation (VZW) and also has a company number.
In this case, you would normally invoice a Belgian company.
A parents' council falls under the school's non-profit organisation. The parents' council (or the school) will issue an invoice to you. You can enter this invoice in your accounts as an advertising expense. You will need to provide your invoicing details to the parents' council (or the school).
You really should try it out for yourself. Even if you don’t have a company number yet, you can already go ahead.
