personal income tax vs vAT declaration

Question

I started as a self-employed in secondary occupation in July 2024 and fall under the category of small businesses with a VAT exemption. I acknowledge that I do not have to submit a vAT declaration, so I do not have to pay personal income tax either? Is this the same thing? I cannot find any information about this anywhere. That is why I am asking this question here. Because my Dexxter does state a calculation of my personal income tax, but I do not have to submit a vAT declaration. What is the difference? Hopefully someone can help me.

VAT is the tax rate paid on the products or services you offer. This can be 6, 12 or 21%. These amounts must be paid to the VAT department on a quarterly basis. Because you are exempted from VAT, you do not charge VAT and do not have to pay it.

Personal income tax is the yearly tax return that every citizen must submit in July. If you have a secondary occupation, you will need to submit the necessary amounts, which Dexxter calculates for you, in your tax return.
