How do I create an invoice for an insurance agent who is exempted from VAT?

Question

If I don’t enter a vAT number, I get a message saying that I can only create a draft invoice. Do I then have to create an invoice to a private person? It is a general partnership.

They also have a company number, every company in Belgium has a company number :)

Perhaps no vAT number, because it is an insurance agent. But they always have a company number and you can fill that in there.
