Yes, but not always!
Even if you are exempted from VAT, you may still be required to submit a customer list.
Is your customer list empty? Then you don't have anything to do. You don't need to submit anything via Intervat. Do you have at least one customer on your customer list? Then you do need to submit a customer list. This is a common misunderstanding, but if there is at least one customer on your customer list, then as a VAT-exempted entrepreneur you do need to submit a customer list.
You really should try it out for yourself. Even if you don’t have a company number yet, you can already go ahead.
