But for maintenance and electricity consumption, is this the same as for a moped?

You do indeed record maintenance at the same percentage (as your main occupation, I assume? Because for a self-employed person in secondary occupation, 80% seems like a lot to me). With an electric bicycle, it is very easy to check this. The bicycle computer simply states the amount of kilometres travelled. If your inspector questions you about how many kilometres you travel per day for your commute, they can easily compare this with your mileage and calculate what percentage you should enter.
You normally claim 20% of your electricity bill for professional use. Unless you can justify why you think it should be more.
