Question

Is it correct that if I pay a provisional contribution to social security contributions of €93.04 every quarter and at the end of the year it turns out that my year income is below the exemption threshold of €8204.59, can I reclaim these provisional contributions in full?

That is indeed correct... but you can also simply apply for exemption immediately! That way, you don't have to pay first.

You should contact the fund you pay into, and they will ask you some questions about the exemption.
