I have to create an invoice to someone who is exempted from VAT for the first time (I am subject to VAT myself). Is it correct that I still charge VAT? Do I just create an invoice as I would for someone who is subject to VAT?

Yes, that is correct. The fact that someone is exempted from VAT only affects their accounting.
