Hardly any vAT deductible despite expenses?

Question

Can someone clarify this for me:

I have €1,900 (excl. VAT) in purchases for this quarter, but only €4.42 of that is deductible VAT?

A large part of this is social security contributions, on which no deductible VAT is calculated, which I understand.But I have also purchased some software tools that I need to do my job, with a total amount of around €200.

If I understand correctly, this is 100% deductible, right? Why is this not deducted, from where does that €4 come?

Could this have something to do with the fact that they are foreign companies?
