Due to a very difficult year and enormous accounting negligence, I have not yet submitted my customer list for 2023. I read that there will be heavy fines. Is there anything I can still do? When I try to submit the customer list via the Dexxter tool, it states that VIES is unavailable.

But as you say, you have to submit it. But VIES does go down from time to time, I sometimes use the tool directly too. Government applications, eh ;)
Be patient, it might work tomorrow.
You really should try it out for yourself. Even if you don’t have a company number yet, you can already go ahead.
