Secondary occupation: practice established, but not yet ‘open’

Question

I set up my practice (as a secondary occupation) a few months ago. However, due to illness and circumstances, I am still not ready to open my practice. So I haven’t really started yet. I don’t have any income yet. I also don’t know (yet) when I will actually start and open my practice.

Do I need to report this somewhere (in advance) or communicate it to the taxes?
