Provincial tax

I have entered it under the cost category "various costs & taxes", but you could just as easily create a separate cost category if you want to keep them separate.

As a supplier, should I just use the province without a vAT number?

Yes, indeed, create supplier "Province ..... " without a vAT number, just fill in the name.
