New or second-hand, there is no difference here when it comes to recovering vAT.
If the seller is a subject to VAT dealer, they will issue an invoice with VAT. You can then reclaim this. To make it clear on the second-hand market whether or not the price is exclusive of VAT, the term 'VAT deductible' is used. Some dealers prefer to sell without VAT;-).
You really should try it out for yourself. Even if you don’t have a company number yet, you can already go ahead.
