I am in the same situation. In that case, I calculate the amount excluding vAT myself and fill that in, but I am also curious about the answer to this question.
Just fill in the same amount excluding and including vAT.
I asked support, and the explanation is:
For VAT-exempted users, Dexxter thought it might be useful to do later analyses on how much the VAT impact was when you were subject to VAT. For non-subject to VAT entities (i.e. Article 44), it is not useful, but it is simply technically easier to keep the input consistent with other profiles. However, between the lines, I also read that they may address this in the future.
You really should try it out for yourself. Even if you don’t have a company number yet, you can already go ahead.
