Invoicing exempt from VAT to foreign countries

Question

I am VAT exempted (under £25k) and have a customer in the Netherlands. Normally, I don’t have to charge VAT, but does this also apply to foreign countries? Do I not have to charge VAT to the Netherlands either, or do I have to reverse charge the VAT?

As an exempted from VAT person, you are never allowed to reverse charge VAT. You can simply continue to charge 0% VAT with the mention 'exempted from VAT'. The same as for domestic customers. However, you may have to submit an iC declaration. But you can easily find this in Dexxter under declarations.
